The Ministry of Education (Minister of Education and Deputy Prime Minister Lee Ju-ho) will announce the "EduTech Promotion Plan" at the emergency economic ministers' meeting and export investment strategy meeting held on September 18th (Monday) at the Seoul Government Complex.
In the era of digital transformation, technology has positioned itself not merely as an aid to education, but as a key tool for realizing customized education and addressing educational challenges.
In light of this, the Ministry of Education declared in February that "all teachers should utilize EduTech to realize 'customized education for all'" as the vision for digital education. They presented teacher training and the cultivation of the EduTech ecosystem as core policies for digital education.
Regarding teacher training, since the first half of the year, initiatives such as training for leading educators like the Touch Teacher Corps, the development of high-touch high-tech teaching and learning models, and the selection of schools leading digital-based educational innovation have been continuously pursued. Now, to foster the EduTech ecosystem as the second core policy of digital education, the Ministry is announcing the "EduTech Promotion Plan."
The Ministry of Education defines "EduTech Promotion" not only as the introduction of technology into education but also as the creation of an environment where education and technology can combine, encouraging educational stakeholders to actively utilize technology, supporting the growth of the EduTech industry that supports public education, and fostering a symbiotic ecosystem to accelerate digital technology development, thus leading innovation in our country's public education.
To achieve this goal, firstly, they aim to activate the utilization of EduTech in school settings. They plan to continuously expand the number of leading educators eligible for digital scholarships, enhance EduTech utilization capabilities through customized training for teachers, establish an EduTech information exchange platform easily accessible to teachers, and improve the procurement system for schools through the School Market platform to facilitate purchases, thereby supporting the transformation of school systems and environments to be more digitally friendly.
Secondly, they intend to foster the EduTech industry combined with public education. This involves promoting the development of various EduTech technologies and products that support public education, such as AI digital textbooks, supporting the educational and technical capabilities of EduTech companies, and expanding the evidence-based EduTech utilization system by significantly expanding the "EduTech Soft Lab" to ensure validated EduTech can be utilized in public education.
Thirdly, they aim to activate the export of K-EduTech (Korean EduTech). They plan to establish the product value of K-EduTech based on Korea's high-touch, high-tech education model, promote the export of EduTech combined with digital education, and foster the "EduTech Korea Fair" as Asia's largest EduTech expo. They also aim to promote overseas expansion linked to digital education Official Development Assistance (ODA) projects.
Fourthly, they aim to establish a national-level support system for EduTech. This involves drafting the "EduTech Promotion Act" and promoting the combination of various technologies and contents through the establishment of data standards and expansion of public data opening. They plan to build a system for checking the harmfulness of EduTech to ensure its safe utilization and develop the "Digital Education Norms" for the AI era.
Deputy Prime Minister and Minister of Education Lee Ju-ho stated, "We will actively communicate with teachers and push forward policies to ensure that digital-based educational innovations are properly implemented in the field." He also stated, "Furthermore, to establish a safe digital education system, we will develop 'Digital Education Norms' suitable for the AI era and lead their dissemination to the international community."
